Caller stated the picnic area adjacent to 9260 Niki Place has been littered with garbage. The caller(s) stated the suspects were described as possibly juvenile(s) wearing a white tee-shirt, skinny in stature. Observed the picnic area which was in fact littered with garbage containing empty water bottles, white towels, bags of clothes inside a garbage bag stuffed into the community garbage can causing it to overflow. The area was searched, unfounded.

The caller explained further that he had a pair of his son’s red Chuck Taylor’s sneakers valued at $20.00 out in front of his residence drying from being wet. The caller stepped inside for a brief moment, and when he stepped back outside he noticed the group of (4) four had just walked past the front of his house as stated above. The caller stated the above group was using a recently made hole in the fence to cut through in and out of the property as he saw them leaving. The caller further stated he noticed one of the males carrying the red sneakers. Sneakers were recovered behind 9800 BLK of Buckner Lane.
Violation 114-503 Manassas Code-Washing or Greasing Vehicle near sidewalk or on street. Counseled group of three (3) on City Code regulating working on vehicles in the street. Vehicle was on a jack, hood open numerous tools abound.
Extra Patrol was conducted in Sandalwood lane during the above stated times. Spoke with resident about issues within the community. No violations were observed.
Caller forwarded a picture of a vehicle illegally parked on the grass. Follow-up was initiated by service of process of a formal letter notifying the owner of such violation (Manassas Code 114-521). The subject called this office at 16:58 to state that she was helping her friend move out on that day.
Caller stated that neighbors are and continue to deposit spent cigarette butts along side the front façade of the building. Caller stated he tried to speak with them in the past about this issue, but it has not improved. Caller was advised that notices would be delivered requesting the act(s) to discontinue. If further violations were observed the caller was encouraged to notify this office immediately.

Caller stated three (3) juveniles were climbing and destroying a tree. Caller said they appeared to be 8-12 years of age. We arrived on scene at 15:41 and witnessed two (2) juveniles fairly high up in a tree next. The third juvenile was tying a rope off a City of Manassas fire hydrant to act as descending rope for the other two juveniles in tree. We asked both juveniles to get down immediately. They were counseled on the apparent danger and destruction of property they could inflict.
Caller was inquiring in reference to local law regarding target shooting. Advised.
Caller stated their neighbor has constantly let their dog (small black dog, shaggy fur) roam about unattended, and has since been defecating on Hunter’s Square property. Spoke w/ responsible party & complied with law.

Caller stated her neighbor’s dog has been and continuously barks without end when the owner is not at home. A notice of violation has been posted.

Caller stated multiple vehicles have been parked along the yellow curb at times of up to 3 hours at a time. A photo of one vehicle bearing a VA license plate was observed parked there, and photographed by the complainant. A notice of violation was sent to the registered owner. Nothing Further.
Caller stated several residents have been and continue to have their dogs off the leash in front of the building. Did not observe any dogs outside this residence or within the immediate vicinity. I drafted a letter directed at the residents of such building and made posting. Notices of violations were posted around the area.

All occupants of the vehicle were issued NO TRESPASS warnings, and immediately sent on their way. Nothing Further.

Caller stated upstairs neighbor was having a loud party. Complied with law. Nothing Further.
Caller stated children were being loud and disruptive in the hallway. Caller said they were hanging out there all day since school has been cancelled due to the snow day. No children were in the hallway or outside at this time. Nothing Further.
Caller stated subject(s) below her continually make noise at or around 5am on a daily basis. I spoke with the resident below and conveyed the concern of the caller. Nothing Further. Called was advised as well.
There was is no violation of law with playing football after school in a vacant field. Unfounded.
Caller advised that his computer was prompting him with an F.B.I. message requesting payment for a “fine” in the amount of $400.00 for various violations. This prompt was started upon turning on the computer, and hence would not let the user access the computer from start-up. We provided the caller with suggestions for free virus software in the future. We additionally advised the caller to not disclose any personal information to this request, and to check his financial statements Monday morning to ensure they were not compromised. Nothing further to report.

Complainant stated her ten year old son has been acting up lately mostly due to a lack of male presence in his life along with starting to go through puberty, and the multitude of changes he has had to endure in a short amount of time. Complainant stated he is not being respectful or listening to the caller’s rules within the household. We spoke with the juvenile and counseled him on the importance of listening to his mother, and playing a more significant role, as he is the eldest sibling of three within that household. The juvenile was very receptive and respectful, and apologized for his recent behavior. We advised the caller to keep us informed of any changes, or additional help she may need.
